About the Author

Anthony Cabot was the Distinguished Fellow of Gaming Law at the UNLV Boyd School of Law until his recent retirement, where he directed the gaming law program and taught gaming law. He taught at the Boyd School of Law for twenty years. Before joining as a full-time faculty member in March 2018, Cabot practiced gaming law for 37 years and was a former chair of the gaming law practice and executive committee member at Lewis Roca Rothgerber Christie LLP. 

As a faculty member of the International Center for Gaming Regulation at the University of Nevada, Las Vegas, Professor Cabot regularly lectures on gaming regulation to legislators and gaming regulators from across the globe.

Professor Cabot is a prolific author on gaming law.

Besides numerous journal articles, he has authored or edited thirteen books on gaming-related topics, including Sports Wagering in America: Policies, Economics, and Regulation (2018), Regulating Land-based Casinos (2d. 2018), The Law of Gambling and Regulated ‎Gaming: Cases and Materials (3d 2021), Regulating Internet Gaming: Challenges and Opportunities (2013), and Practical Casino Math (2d ed. 2005). He also has over a dozen articles published in law school academic journals.

Professor Cabot is a founder and past president of the International Masters of Gaming Law, past president of the Nevada Gaming Attorneys Association, and past general counsel to the International Association of Gaming Attorneys.

Professor Cabot was a Director and Vice President of the Nevada Council on Problem Gambling (2009-2023), and was on the International Center for Responsible Gaming Board of Directors. He is an honorary president and serves on the academic council of the Asia Pacific Association for the Study of Gambling and Commercial Gaming, an organization made up of professors from the entire Asian region, including Taiwan, Japan, China, Macau, and Australia.

Since beginning his career as a gaming lawyer in 1981, Professor Cabot has been extensively involved in major gaming legislation in Nevada and worldwide. As early as 1983, he drafted the legalization that made gambling debts owed to casinos enforceable. He has since worked on legislation in various areas and frequently testifies before the Nevada Senate and Assembly. He was often involved in adopting regulations before the Nevada Gaming Commission on such diverse subjects as regulating junket operators to conducting interactive wagering.
Additionally, Anthony has worked on proposed international legislation in Alderney, Brazil, Taiwan, Japan, ‎Australia, Greece, Spain, and various other countries. Domestically, he has served as special Consultant/Attorney to the following governments: State of Texas, Attorney General, United States Virgin Islands, South Dakota Gaming Commission, and Kansas City, Kansas. He was an Invited speaker to testify before the United States Senate, the National Gambling Impact Study Commission on gaming law issues, Brazilian Congress, and the NSW Casino Inquiry.
